Radicals and Pro-Taiwan Groups Shadowed by Police

- Reprint from Hong Kong Voice of Democracy

May 18, 1998

Oriental Daily carried a front-page story on May 18 alleging that the Hong
Kong Police are recruiting "tailing squads" internally for shadowing
"pro-democracy organizations with overseas connection, radical pressure
groups, pro-Taiwan groups and individuals with Taiwanese background."
The targets of these "tailing squads" include Leung Kwok-hung of April 5th
Action Group and Lau San-ching. Lau is one of the board members of
Hong Kong Voice of Democracy.

The mass circulating paper said that, according to its source, the security
branch of the police force is now recruiting "tailing squads" which is
modeled on the former political section of the force. The political section
was disbanded in 1995.

The new "tailing squads" will aim at collecting information about radical
political groups and pro-Taiwan associations through shadowing and phone
tapping. The squads will be composed of more than 100 policemen and
armed with advanced equipment.

Leung Kwok-hung has been complaining of harassment by the police after
demonstrations since the handover. In an interview with Oriental Daily, he
said that he has been closely monitored by the police since last July and
they seemed to know the exact time and date of his planned demonstrations
which had not been told to the media.

Oriental Daily has been charged for contempt of court recently after it
attacked the judges for being biased against the paper and sent out
reporters to shadow them. The case is still on trial.
